Abstract: No human cause, however exalted, can for a moment compare in importance with the cause of liberty and independence demanded for the Head of Christendom. The Christian order of the world, the peace and happiness of nations depend upon it. It is called the Roman Question. Over two hundred million Catholics are directly and anxiously , concerned in its solution, while the foundations of every form of Christianity must be gravely affected by it.
We propose to lay before you reasons for believing that the Roman Question is international and British in its character as well as Italian, and that the conduct of the Italian Government, in its treatment of it as a domestic question, has been such as to have forfeited all claim to the confidence and respect of Europe...
