Abstract: Recent attempts to explain human rights violations. tend to refer to such macro political factors as political systems or levels of economic development, without however focusing on the mediating processes which translate these generic features into abuses on the ground. This article attempts to remedy this lacuna by focusing on the 'incentive structures' which promote human rights violations in Israel/ Palestine. It is argued that the Palestinian institutions of government which were formed in the context of the Oslo peace process and the Israeli security discourse as it evolved after the events of 9/11 can be causally linked to human rights violations in the Palestinian Occupied Territories.
