Abstract: This paper will examine the current state of regime change literature with its fortes and flaws. It will apply this dynamic to the case of Morocco with the Commission of Equity and Reconciliation. It is the fruit of many years of field work and interviews gathered while I worked as a news writer in Radio SAWA, Washington DC. The paper assesses the arguments of two camps regarding the issue of human rights in Morocco: those who think that the country is undergoing its "velvet revolution" and those who inscribe themselves along the pessimistic side repeating the motto "nothing is changing."
