| Abstract: | It is universally recognised that industrial activities influence the climatic equilibrium. Recent studies of Intergovemative Panel on Climate Change foresee that the increase of heart temperature could be limited within two degrees in the next one hundred years only if the CO2 emissions in atmosphere will be limited. International Community has drawn different Treaties, particularly the United Nations Framework Convention on Climate Change, signed in Rio de Janeiro in 1992. According to this Convention, States will periodically hold Annual Conferences of the Parties (COP) in order to puts its rules into effect. The Kyoto Protocol was signed in 1997, in occasion of the third COP and set up an emission trading. Because of economic sacrifices requested to States, the ratification process has been extremely difficult, in fact one of the most co2 emitter of the world, the USA, has not signed yet. The fifteenth and last COP was held in Copenhagen in December 2009 with frustrating outcomes. |
