| Abstract: | It is a privilege to be giving this lecture here at Faculty of Laws of the University of Malta. I have served as a United States circuit judge since my appointment by President Ronald Reagan in 1986 to the United States court of appeals for the ninth circuit. The Ninth Circuit is by far the largest federal appellate court in the United States, with headquarters in San Francisco and jurisdiction over federal cases in nine western states: Alaska, Arizona, California, Hawaii, Idaho, Montana, Nevada, Washington, and my home state of Oregon. |
