Abstract: The following speech, which was delivered in Italian, as being the language most generally intelligible to the large audience present, has been translated into English, chiefly for the use of the Maltese Advocates and Legal Procurators, who are required by the Government to make the English language a part of their professional studies. The Commission referred to, was issued by His Excellency Major General the Honorable Frederick Cavendish Ponsonby. Lieutenant-Governor of Malta, and directed to the Honorable the Chief Justice Sir John Stoddart, and to His Majesty's Judges Drs. Debono, Raudon, Bonnici, Bonavita, Vella and Satariano, for the trial of Crimes and Offences under the Proclamation of the 15th of October 1829, for establishing a modified Trial By Jury in certain Criminal cases.
