Abstract: At 315 square kilometres, Malta is EU’s smallest member. Its population of 460,000 in 2017 is also EU’s densest, reflecting a past of economic activity linked to the military value of its position, size, and ports. Malta has been variously described as a liberal, a Mediterranean, and a hybrid welfare state, as will be discussed later.
