| Abstract: | The Public Service of Malta is the largest local employer, with about 35 thousand employees in government departments and around 16 thousand in public sector entities, making up 19% of the total employed (Jobs, 2003; National Statistics Office, 2021 ). lt comprises nineteen ministries and various departments and several levels of leadership positions (Servizz Pubbliku, 2023). Conventionally, it grapples with demographic, technological, and societal challenges, necessitating effective leadership to improve service delivery (Bezzina et al., 2021 ). This study evaluates how Transformational and Digital Literacy impact Public Service Motivation (PSM) and Job Satisfaction amid ongoing technological advancements and the five-year Strategy for the Public Service (Government of Malta, 2021 ). Moreover, a new Public Administration Data Strategy 2023-2027 was launched to underscore the importance of good governance in digital solutions (Government of Malta, 2023). Understanding current public service leadership practices becomes crucial for Malta to adapt to technological demands and European regulatory perspectives. [excerpt] |
