Abstract: Background: In the application of Health System Performance Assessment (HSPA) methodologies in small states, one needs to take into consideration not only the specificities of their health systems but also their governance structures and resource capacity. Against this background, the SMShealth.eu project explored the main opportunities and challenges small states health systems face by conducting a comparative analysis in four countries: Estonia, Iceland, Malta, and Slovenia. The focus was on four main health policy areas: access to medicines, healthcare workforce mobility, cancer and rare diseases previously identified as challenges from the literature. (excerpt)
