It was later enforced by PROCLAMATION A01853 (No. IV), signed by Henry Lushington, Chief Secretary to, Government Designated the MALTA MILITIA, it was aimed to train enough able-bodied men to take up arms along with Her Majesty's regular forces should there be need to def end the islands. This motion was first raised by Dr Dingli, Councillor for Gozo and seconded by Mr Gauci, one of the rural Councillors. When the votes were counted, there was only one against, that of Councillor G.B.
