Abstract: The Mediterranean Sea (Figure 1), Mare Nostrum (“Our Sea” in Latin), as it was called by the Romans (Vella, 1985), is a semi-enclosed basin situated between Africa, Asia, and Europe and is bordered by twenty-one coastal States (UNEP/MAP, 2023a). It is central to Malta’s interests, values, and strategic priorities (Government of Malta, 2024). As a Small Island State within the European Union (EU), strategically located in the heart of the Mediterranean Sea at the crossroads of three continents, Malta has relied on the sea for its survival and development for millennia (Parliamentary Secretariat for Competitiveness and Economic Growth, 2014).
