Abstract: During the years Michael Falzon was minister of development and infrastructure, a number of contentious projects were given the green light. Last year he rebutted remarks by Prince Albert of Monaco (who opened the Small Nations Games here) by insisting that two-thirds of Malta is still virgin land.
