| Abstract: | The year 1957 will be looked upon as an important milestone in the history of the Malta Civil Service, in that it marked two outstanding efforts by expert Commissions to overhaul the structure, pay and working conditions of the public service in Malta. For the first time under a self-governing Maltese administration, an independent body of three U.K. experts - all with a distinguished administrative career behind them - were invited to investigate conditions in the Maltese Civil Service and to submit recommendations of a comprehensive and sweeping nature. The Commission's Report occasioned controversy and widespread interest within and outside the public service. It went a long way to raise the sights of Maltese staff associations towards worthwhile objectives. What is more, the Report provided an opportunity for independent recognition of certain outstanding Civil Service grievances about which there is little disagreement outside the administration. |
