Abstract: One of the most encouraging features in the economic setup of this island is the drift away from the land and the concentration of capital and industrial effort in the development of an industrial country. Phase I in the Maltese industrial experiment commenced during World War II when the first seeds of industrialization were planted, when the value of self-sufficiency was recognized. Phase II followed, when it became manifest that it was highly desirable to attract local employment away from complete reliance on the three Services and to absorb labour in the buid-up of new industries in order to bring about the foundations of economic independence.
