| Abstract: | Mgr. Portelli was born in Valletta of a poor but pious family, on 24 April 1852. His parents were Francesco Portelli and Maria Antonia nee Vella. He was baptized the next day at St. Paul's Collegiate Church and given the name of Francesco Saverio. |
