Framework of the European Community's future activities

Abstract

Following Mr. Foschi's speech, which was quite a strong one, I would like, as the representative of the European Commission, which is the author of the Community Charter of Basic Social Rights, to make a small correction. I strongly contest the fact that the Charter is a gadget; it is meant to become a solemn commitment by heads of state towards a European community with a social facet, which is not so easy to achieve. Of course, it is different from the European Social Charter of the Council of Europe. It is different in two ways: it is, as you have said, limited as regards to certain aspects; it is, however, widespread as regards to others. These two differences are due to the specific competences of the Community. And this is the reason why a simple reminder of the Council of Europe Charter would not have been enough. Finally, it is not an abstract document. In this preliminary copy of the Charter, it is planned that as from 31st December 1989, the Commission will forward an action programme to bring about, in those sectors which fall under its competence, the ideas of the Charter.
