Abstract: In the Soviet Union these last years have been a time of revolutionary renovation of all aspects of political. economic and social life - the stage when practical implementation of the policy of Perestroika elaborated by the Communist Party has started. The fundamental social reorientation of the economy in order to accelerate the increase of living standards is the main element of Perestroika. The major national economic proportions and, first of all, the structure of the national income consumption are being changed to achieve the aim. About ten milliard roubles will be allocated for the implementation of the programme of centralized measures, mainly for the social aid to the population. It is three times more than it had been planned before.
