Abstract: Within the space of only three years, that is between 1977 and 1980, the number of visitors increased by over one hundred per cent, a fantastic rate of growth by any standard. Indeed the total figure of tourist arrivals has now surpassed the local population twice over. I think the stage has now been reached for one to pause awhile and take stock of the situation. Viewed at from an economic standpoint there is no gainsaying the fact that the industry has given a yield well beyond what was forecast or indeed expected when the first five-year development plan was on the drafting board way back in 1958. Before we go on to study the steps one should take now that Malta has achieved these encouraging results, it would perhaps be worthwhile to consider the reasons why and or how such a success came to be registered.
