Abstract: The United Nations declared 1985 as International Youth Year, a worldwide recognition of the important role of Youth in the world today and in the future. Whilst one records the importance that is now given to youth, one appreciates more than ever the foresight of Lord Baden-Powell who founded the Scout Movement seventy-eight years ago. The aim of Scouting is to help young people to develop physically, mentally and spiritually so that they will be better prepared to accept adult responsibilities. Scouting aims at helping young people develop into adults who take an active and constructive role in running and developing their society. Scouting provides a framework within which knowledge, skills and attitudes necessary for future active participation in a democratic society are learned by experience. [excerpt]
