| Abstract: | The future is often more challenging than the present. The problems arising today need solutions which are, at times, of an emergency nature and it does happen that at the end one finds that second thoughts would have been much more opportune. The second thoughts and the usual eventual patching-up would have been spared had proper planning been made. A perusal of the six 3-year plans of the Social Action Movement (the first plan was for 1971/73), and an in-depth look at its Annual Statements through the nearly 30 years of its life, indicate that the Movement has retained a catalystic role in Maltese society precisely due to its constant effort to look ahead. Planning for the future, near or distant, has always been an important feature of the SAM's policy. [excerpt] |
