Abstract: When the Royal Commission came to Malta in 1836, there were only two elementary schools in Malta and one in Gozo. In its Report the Commission recommended that Government should establish and maintain additional schools, the number of which should be large enough to give elementary education to the whole population. It is mainly due to this report that Government became conscious of its responsibility in this sphere and started providing free education. From 1837 onwards provision was made for the establishment of more elementary schools. However no direct provision was made for Sliema till 1871.
