Abstract: The Council of Europe, convinced that the developed countries of the North and those of the South (Third World) live in a state of increasing and irreversible inter-dependence, launched a Campaign in 1988 for the creation of a world free from hunger, oppression and discrimination, recognizing, through the Madrid Appeal that Europe cannot fail to take account of the right to security, cultural identity and self-determination of other nations sharing the same planet. In that appeal, the Council of Europe called for measures to revitalize international trade and economic growth, to reduce the burden of debt for the benefit of the world's poorest countries requesting an increase in development aid designed to foster self-reliance, and to create a world in which every citizen is free from hunger, oppression and discrimination.
