Abstract: They have the same meaning. In the postal regulations of 1819 the post in Sicily introduced the use of a special hand stamp REAL SERVIZIO to mark official correspondence which when applied to a cover or letter, signified that the item was to be sent post free because the individual formed part of the Government Administrative Organisation. This was either in black or red. I was given Fig 1 wrapper as a present by my good friend Paolo Vollmeier in 2012, the well know author of books on the Italian States and "The Postal History of Sicily", publisher Giulio Bolaffi.
