Abstract: | NEUTRALISATION ''either of states, of parts of states, of particular bodies or streams of water is a limitation on national sovereignty which may be created by agreement". The essence of neutralisation is that it is a collective act i.e. all the Great Powers must expressly or impliedly assent to the status of neutrality permanently conferred. Another important element of neutralisation is that it is contractual. |
