In this chapter’s discussion, policy evaluation foregrounds the voices of adult migrants attending language classes in Malta, Cyprus, Scotland & Estonia, and of their educators.
In spelling out and reviewing their life stories and identities, migrants and their educators stumbled on wins for integration that, to date, have generally eluded conventional policy analysis.
