DESCRIPTION The study-unit will provide further insight into Environmental Impact Assessment, following the overview of its basic notions in Environmental Assessment for Spatial Planning 1 (SPI 2102) and consolidate the knowledge on the main steps of the process. The study-unit will aim to expand further into the notions of screening, scoping, the methodologies associated with the carrying out of Environmental Impact Assessments (EIAs), decision-making, mitigation and monitoring and EIA follow-up. These will be supplemented with local case studies, to enable the students to have a hands-on approach towards EIA. The importance of public consultation and participation, as part of the decision-making process, will also be discussed.

Building on the knowledge gained through SPI 2102 on the Maltese context, this study-unit will also provide an overview of different EIA systems, within both the EU Member States and beyond, e.g. the Netherlands, the United Kingdom, Canada, Australia and New Zealand, amongst others. This would enable students to assess the current state of the EIA process both in the EU and in Malta.

The second part of the study-unit will focus on the notion of effectiveness of the EIA process, discussing different types of effectiveness, leading towards an outlook for the future of the EIA process and establishing the way forward for EIA.

Study-Unit Aims:

- To expand students’ knowledge of Environmental Impact Assessment, by further consolidating their knowledge on different EIA procedures and introducing them to new concepts such as effectiveness, public participation and consultation, and EIA follow-up and monitoring;
- To provide students with further exposure and experience with EIA, particularly through local case studies and through discussion of different systems around the world.

Learning Outcomes:

1. Knowledge & Understanding:

By the end of the study-unit the student will be able to:

- Describe in detail the various stages of the Environmental Impact Assessment process, and discuss their scope and importance;
- Compare the differences between the Maltese EIA system and other systems both in Europe and the rest of the world;
- List the different types of effectiveness associated with the EIA process;
- Identify the different steps required for EIA follow-up.

2. Skills:

By the end of the study-unit the student will be able to:

- Demonstrate in depth knowledge into the different stages of the EIA process, including public participation and consultation, as essential components of the spatial planning process;
- Analyse EIA case studies, identifying and mapping the main steps of the process, for different EIA systems;
- Report on the current state of play of EIA, with an outlook of the future of the process.
