Dr Ing. Paul Refalo, a warranted engineer by profession, graduated with first class honours in Mechanical Engineering from the University of Malta in 2007. After working for a building services consultancy firm, in 2009 he was appointed Research Engineer at the University of Malta on a project financed by the Malta Council for Science and Technology. He obtained his PhD in mechanical engineering in 2015 with a thesis on Solar Desalination of Seawater.

Between 2009 and 2012 he held the post of Visiting Assistant Lecturer within the Department of Mechanical Engineering at the University of Malta. Dr Refalo joined the Department of Industrial and Manufacturing Engineering as an academic member of staff in 2012. His main research interests include sustainable manufacturing, energy and water efficiency in industry and buildings and renewable energy powered water treatment. He attended various courses held both locally and abroad, such as in China, Germany, Spain and UK. He has also published and presented several papers in international journals and conferences.

He is registered with the Malta Resources Authority (MRA) as an Energy Performance of Buildings (EPB) Assessor and as a certified Energy Auditor with the Regulator for Energy and Water Services (REWS). He was appointed consulting engineer on various industrial and research projects related to energy management, renewable energy technologies and sustainability in buildings.

Dr Refalo was elected on the executive council of the Chamber of Engineers (CoE) in 2010 as the Public Relations Officer. In 2013, he was appointed Membership Officer. He represented the CoE on the Building Industry Consultative Council (BICC) between 2010 and 2013 and on the steering committee of the EU Life+ project of the Malta Business Bureau: Investing in Water. He is also a member of the committee of the Special Interest Group on Energy and the Environment of the same chamber.
