Applications are invited for the Post of Architect/Civil Engineer or Senior Architect / Civil Engineer in the Estates, Facilities and Capital Development Directorate to assist the Director of Estates and to assume responsibility for tasks and roles pertaining to the Estates Directorate.

The ideal candidate will play an important role in coordinating projects and will be expected to manage and co-ordinate projects from inception through to completion.

 

Eligibility

Post of Architect/Civil Engineer

Applicants must be in possession of a warrant to practice as an Architect or Civil Engineer. Preference will be given to applicants who already have experience in the profession.

 

Post of Senior Architect / Civil Engineer

Applicants must be in possession of a warrant to practice as an Architect or Civil Engineer and have at least three years of experience in the profession after the warrant has been awarded.


Previous experience is essential in the preparation of development briefs, tender specifications, bills of quantities, site management and certification of works.

A good working knowledge of CAD and MS Office applications is also required.

 

  • Applicants must be in possession of a warrant to practice as an Architect or Civil Engineer;
  • 3 years’ experience (after warrant is awarded) in the profession.

 

Salary

Post of Architect/Civil Engineer

The annual salary for 2026 is €32,019 rising by annual increments of €535 up to a maximum of €35,764. On completion of four years’ service in the grade, the appointee will, on satisfactory performance, be entitled to move on to the next salary band with annual increments of €600 up to a maximum of €38,384.

Post of Senior Architect / Civil Engineer

The annual salary for 2026 is €35,936 rising by annual increments of €700 up to €40,836. Candidates will be entitled to an annual bonus related to performance of 0% to 15% of basic salary. Candidates will also be entitled to a disturbance allowance of €1,400.

Further Information

The main objective of the Estates, Facilities and Capital Development Directorate is the management of all land and buildings appertaining to the University of Malta, including the overall management of construction and maintenance projects on University property.

The Estates Directorate performs a number of important functions. It is responsible for the management of new construction projects as well as the management and implementation of both preventive and unscheduled maintenance works. It aims at providing innovative perspectives to enhance the atmosphere on campus through its Precincts Office and the Facilities Management Office.

The Senior Architect / Civil Engineer will assist the Director of Estates and senior staff in the planning, design, supervision and co-ordination of building projects. Duties will also include the preparation of design development briefs and tender documents including specifications and Bills of Quantities.

 

Main Duties and Key Responsibilities

  • Liaising with all the stakeholders in the preparation of the detailed design development brief for University buildings;
  • Preparation of documents for submission to the Planning Authority and submission of said documents for the relative permits;
  • Preparation of structural calculations and drawings where necessary;
  • Co-ordinating client interaction, liaising with architectural and engineering consultants, and with contractors including site organisation and management. This will also entail setting up and organising regular project and site meetings;
  • Drawing up of tender documents, including specifications for building contracts which may include design and build contracts and liasing with Procurement on said tender documents;
  • Preparation of cost estimates and bills of quantities;
  • Evaluation of tender bids;
  • Preparation of justification letter requests for variations and extensions of time;
  • Inspecting various sites of works with a view to monitor the progress of works against timeframes, quality of work and budget control;
  • Measurement and certification of works in progress;
  • Co-ordinating, supervising and providing project management support on various ongoing works;
  • And other duties related to the above as may be required by the University.

 

The appointee is expected to work:

  • on a full-time basis, and will not be allowed to engage in any other gainful employment without the permission of the Council;
  • at such places and during such hours as may be determined by the University Authorities.

 

The Selection Board Procedures
 

  • The evaluation of qualifications and experience claimed and supported by testimonials and/or certificates (copies to be included with the application).
  • Short-listing of candidates.
  • An invitation to short-listed candidates to a Selection Board interview.
  • A short presentation on a subject allotted to short-listed candidates.

 

The Selection Process

In accordance with the guidelines, members of the Selection Board will establish the following selection criteria for the selection process:

  • Relevant academic qualifications
  • Relevant Academic / Work experience
  • Aptitude and suitability
  • Performance in interview

 

The appointment will be subject to a probationary period of one year to the provisions of the Statutes, Regulations and Bye-Laws of the University which are now or which may hereafter be in force.
