Post of Technical Officer
Facilities Management Unit – Estates, Facilities and Capital Development Directorate
Applications are invited for the post of Senior Technical Officer in the Facilities Management Unit and as may be required by the University. The successful applicant will initially be assigned to work at the IT Services but may be assigned duties on any of the University properties.
Eligibility:
Applicants must be in possession of:
- a National Diploma (MQF Level 4) Qualification or equivalent and two (2) years experience
Salary
The annual salary of 2026 is €24,716 rising by annual increments of €400 up to a maximum of €27,516. On completion of four years of service in this grade, the appointee will on satisfactory performance be entitled to move on to the next salary band with annual increments of €440 up to a maximum of €29,373. After a further period of two years, the appointee will on satisfactory performance be entitled to move on to the next salary band with annual increments of €450 up to a maximum of €31,381.

Further Information
The successful candidate will assist the Facilities Management Unit (FMU) in the planning, coordination, and supervision of Mechanical and Electrical (M&E) maintenance, as well as general building services. The successful candidate will initially be stationed at the IT Services but may be required to work in any of the satellite departments within any of the UM premises, temporarily or permanently. While the primary focus is on ensuring the operational efficiency of technical systems, the role also involves overseeing facility management to ensure a safe, secure, and environmentally compliant atmosphere in diverse departments withing University precincts. The post holder must demonstrate the ability to work on their own initiative while contributing effectively to a multidisciplinary team. The role requires strong organisational and interpersonal skills, alongside the ability to communicate technical requirements clearly. Furthermore, the candidate will assist in the logistical and human resource management aspects of maintenance and service works, ensuring all projects are executed to a high standard of quality and safety.
Key Duties:
- Take full responsibility for the upkeep, security, and access control of the assigned building and campus-wide satellite facilities, including critical Data Closets and Secondary Data Centres;
- Assist in the preparation of updating any maintenance arrangements of the assigned building(s) related to the Facilities Management Unit or as may be required by management;
- Obtain quotations and prepare requisitions for the execution of maintenance and / or other works and making sure that these are carried out on time and to the required level of quality (both by external contractors and any UM department/s concerned);
- Verification and endorsement of invoices, measurement, certification of works carried out and keeping track of past works;
- Maintain documentation and engineering drawings of all building services together with standard operating procedures and seeing that these are kept up to date;
- Coordinate, manage and schedule routine maintenance and pest control. This includes preparing detailed operational and maintenance programme and costs together with any necessary progress/ status report;
- Identify any building and services defects by conducting regular inspections and where necessary, carry out such minor repair / maintenance works;
- Maintain the Building Management System (BMS) which monitors and controls the various M&E systems;
- Responsible for the procurement, control and supervision of materials, tools and equipment required for works and keep stock of same in stores;
- General responsibility of keeping stores in good operation and order and issue materials, tools and equipment for particular jobs;
- Be the liaison point between departmental management, the management and technical staff of the FMU and the respective contractors;
- Liaise with the UM Health and Safety Officer for the overall health and safety of the assigned building which includes the organisation or regular evacuation drills and ensuring that all works and practices adhere to technical specifications and to Health and Safety Regulations;
- The post holder shall undertake minor works including, but not limited to, basic repairs, replacement of batteries and lamps, minor electrical modifications, clearing of drain blockages, pump adjustments, and touch-up works.
- The post holder will participate in regular job shadowing and knowledge-sharing sessions with the technical officer at the Faculty of ICT. This is intended to ensure a comprehensive understanding of the Faculty’s M&E infrastructure, enabling the appointee to provide seamless operational cover and technical oversight during the absence of the resident colleague.
- Any other duties as may be required by the University.
The appointee is expected to work:
- On a full-time basis, and will not be allowed to engage in any other gainful employment without the permission of the Council;
- At such places and during such hours as may be determined by the University authorities.

In accordance with the guidelines, members of the Selection Board will establish the following selection criteria for the selection process:

The appointment will be subject to a probationary period of six months and to the provisions of the Statutes, Regulations and Bye-Laws of the University of Malta which are now or which may hereafter be in force.
