COMPLY (Climate, EnvirOnMental, and Policy KnowLedge Management SYstem) is an applied research project based at the Islands and Small States Institute (University of Malta).
This project focuses on building a digital compliance platform for businesses in Malta. The platform is designed to help companies understand and comply with complex EU environmental regulations by offering a guided, interactive and AI-supported tool, and it is built in collaboration with ADI Associates. The first implementation focuses on the Construction and Demolition Waste Framework Regulations (S.L. 549.161).
This project is financed through the Post-Doctoral Fellowship Scheme, administered by the Ministry for Education, Sport, Youth, Research and Innovation in consultation with the University of Malta, the Parliamentary Secretariat for Youth, Research and Innovation and The Malta Chamber of Commerce, Enterprise and Industry.
The scheme promotes joint Research and Innovation Projects between the University of Malta and economic partners, aimed at providing a constructive impact on the Maltese economy. It supports post-doctoral research positions in collaboration with the industry.
EU environmental regulations are becoming increasingly complex and widespread, posing a challenge for small and medium enterprises with limited capacity for legal interpretation or compliance management.
Malta's national strategies, including the Construction and Demolition Waste Strategy 2021–2030, require clear, accessible tools to support implementation. Yet, many businesses remain unaware or unprepared.
COMPLY addresses this gap by offering a unified, digital solution that transforms legal requirements into step-by-step guidance, automates evidence gathering, and provides real-time regulatory updates.
