I am a strategist, change consultant, educator and speaker. I bridge the gap between business strategy, education and the mindful use of digital technologies. My teaching, consulting and policy work primarily focuses on New Media, Digital Literacies, EdTech, Social Networks and Information Disconnects.

I have a PhD in Internet Computing from the University of Hull and I'm an F.C.C.A by profession. My academic interests are in digital culture, EdTech, social media and power, Blockchain and Verifiable Credentials. As a consultant, I work with corporates, governments, public institutions and NGOs on projects impacted by disruptive technologies such as AI and social platforms.

My corporate career includes multinationals (Reuters and Hitachi Data Systems) and public sector consultancy firms. This provided me with a solid grounding in strategy, change management and public policy work. I established my consulting practice StrategyWorks in 2000.

My industry expertise includes telecoms and ICT, public sector reform, Fintech, tourism, education and culture. I continue to work as an advisor to Government, multinationals and start-ups. I was the founding Chairman of Heritage Malta, wrote the Malta National Lifelong Learning Strategy 2020, developed the framework for the National Skills Council and chaired the working group on the future of post-secondary education.

As Executive Director of the Commonwealth Centre for Connected Learning (3CL.org), I drive pan-European research on blockchain and education and information literacies, and work on national strategies for Digital Education and Open Education.

I am on the board of the Centre for Distributed Ledger Technologies at the University of Malta and an expert on the EU ET2020 Working Group on Digital Education. I currently serve on the Strategic Committee of Digital Credentials for the EU (DC4eu.eu), a large scale pilot funded by the Digital Europe Programme.
