I am Visiting Senior Lecturer at the University of Malta and Consultant at the Economic Policy Department in the Ministry of Finance, Government of Malta. My main interests are international business, strategic analysis, and long-range planning

I teach / supervise Higher Diploma, Bachelor's and MBA students, acting as Chairman of the Board of Examiners for MBA dissertations. I addressed recent conferences of the ISTQB, MIS Institute Ltd, and ISACA in Milan, Amsterdam and Barcelona

In Government I undertake changing assignment-based, as well as project management work. This includes assignments entrusted to me by three directors: Director General, Director - Economic Strategy, and Director - International Economic Relations

Based in Malta, I represent Maltese interests on the TRADE POLICY COMMITTEE of the EUROPEAN COUNCIL, sitting in the Malta seat (variously: in Brussels, in a Ministry of Foreign Affairs of an overseas EU Member State) on matters of international economic relations in the area of SERVICES & INVESTMENT

I review emerging drafts of Free Trade Agreements with third (non-EU) countries - various geographies, and project manage economic analyses by EPD economists in the area of the Creative Economy. I sit on the steering committee of VALLETTA EUROPEAN CAPITAL OF CULTURE 2018, a major policy plank of Government

I have experience in Government and in business, in both manufacturing and services. I have extensive experience in software house, data centre, and IT service desk environments (Malta, Italy), including delivering within the office of the CEO

In Government I review / draft: papers, positions and policies advising on options and ways forward, work addressed to the attention of highest Ministry officers and / or for submission to the EUROPEAN COUNCIL / the EUROPEAN COMMISSION

I do occasional book reviewing for QUALITY WORLD, published by the CHARTERED QUALITY INSTITUTE of the UK. I hold degrees from the University of Malta, and the Universita' degli Studi di Milano, Italy. I hold the CRISC certification in Risk Management (USA), am elective Fellow of the Chartered Quality Institute - FCQI, and am a CQP - Chartered Quality Professional
