April 2016 – March 2018 is divided equally into four semesters. These semesters are dedicated to interregional learning and to preparing the exploitation of the lessons learnt from the cooperation through the development of a policy action plan by each project partner.
April 2018 – March 2020 is dedicated to monitoring the implementation of the proposed policy action plan. When relevant, pilot actions may also be tested during this phase.

October 2021 – September 2022 is dedicated to evaluating the impact of COVID-19 on the decarbonisation of buildings. The scope is to identify additional policy actions to accelerate the deep renovation of buildings in accordance with the EU 2030 targets and the Renovation Wave Initiative.
