Calls for proposals are issued regularly by various funding bodies, including the EU Commission and its DGs / Agencies, National Funding, managed by Xjenza Malta, Territorial Cooperation programmes and foundations, amongst others.
Such calls and relevant information are announced to all Resident Academics and Research Academics and Research Support Officers via mailshot, with more information found on the relevant call page as well as the Funder website. Summary information comes in handy through a dedicated calendar on the RSSD page.
Each call has its own guidelines, work programme and proposal forms published by its original portal and national contact point. We advise you to look through these documents with care, especially for all the necessary details about eligibility.

Prior to forwarding the proposal documents to RSSD by email, you need to look into the proposal to see whether the project topic is of interest, whether you have the necessary resources and whether participation would be beneficial to you and your department before deciding to proceed. If you have any queries, please include them in your email to RSSD , together with the call title and any documentation you may have, and the relative team member will contact you shortly.
All such documentation requires signature by our Legal Representative, for these documents to be legally valid. The official UM Legal Representative is the Rector, with Power Of Attorney granted in the following cases:
RSSD will initiate the internal approval process, whereby the documents will be reviewed from a Technical, Human Resources, Financial, Legal and Knowledge Transfer points of view. You will be contacted for clarifications if necessary. As soon as the Legal Representative signs, you will be notified by RSSD and will forward to you for inclusion in the proposal documents. Documentation for signature needs to be received by our internal deadlines in order to guarantee a review and signature.
No. Only the Rector, Prof. Alfred J. Vella is the Legal Authorised Representative for the University of Malta and therefore is the only representative authorised to sign documents on behalf of the University of Malta.
Delegations of signature are granted by Power of Attorney as follows:
Any other person who signs documents renders the document without any legal value and therefore non-binding
The Rector always assigns a delegate to act as the Authorised Representative in his stead. Normally such delegate would be one of the Pro-Rectors.
This is dependent upon the extent of support required and the size of the project. If support is required to develop an idea, finding a call and building a consortium, RSSD needs to be involved as early as possible.
Internal deadlines are specific to each call and you can find them published in a dedicated calendar by RSSD, or in your inbox as a mailshot from funding.rssd@um.edu.mt.
Generally, draft applications should reach the RSSD office 3 to 6 weeks before the deadline, along with the filled in budget template for each call. Once your application is finalised with the support of RSSD and PSO, all the necessary documents should reach the RSSD office at least 1 week before the deadline.
This is dependent upon the extent of support required and the size of the project. If support is required to develop an idea, finding a call and building a consortium, RSSD needs to be involved as early as possible.
