A note about terminology

It should be noted that both ‘disabled persons’ and ‘persons with disability’ are acceptable terms. In both cases, reference is made to persons with impairments who encounter disabling obstacles created by society.

The term ‘disabled persons’ places the emphasis on the way that such persons are disabled by society.

The term ‘persons with disability’ places the emphasis on seeing the person before the disability.

The two terms therefore represent complementary perspectives on the approach to disability. As a Department, our policy is to accept both terms.
