Applications are invited for the post of Assistant Technical Officer in the Facilities Management Unit and as may be required by the University. The successful applicant may be assigned duties on any of the University properties.

 

Eligibility:

 

Applicants must be in possession of:

  • A National Diploma (MQF Level 4) Qualification or equivalent; or
  • 4 SEC passes including English Language and Mathematics, and at least four (4) years full-time experience in a technical environment. Passes in Maltese and/or science subjects are considered an asset; or
  • UM employees in salary scale 14 with at least five (5) years relevant work experience in a related environment.

 

Applicants must have occupied and have work experience in:

  • Good knowledge of electronics and basic IT systems
  • Ability to work in a team and be flexible in approach
  • Involvement in fault diagnostics and installation in ELV Systems.
  • The security services industry in general

 

Candidates should also have a clean driving license ‘B’, be able to communicate and write fluently in both English and Maltese and have strong analytical and problem-solving skills with extreme attention to detail. Candidates with experience in ELV systems including Access control, CCTV systems and Intruder alarm systems shall be given due consideration.

 

Salary

The annual salary of 2026 is €20,351 rising by annual increments of €330 up to a maximum of €22,661. On completion of two years of service in this grade, the appointee will on satisfactory performance be entitled to move on to the next salary band with annual increments of €355 up to a maximum of €24,218. After a further period of two years, the appointee will on satisfactory performance be entitled to move on to the next salary band with annual increments of €380 up to a maximum of €25,831.

 

The annual salary of 2026 of an Assistant Technical Officer with a Degree (MQF Level 6 – 180 ECTS) in a relevant area is €23,171 rising by annual increments of €380 up to a maximum of €25,831

Further Information

The successful candidate may be requested to carry out works at any of the University properties and may even be redeployed at any of the University properties to facilitate the provision of services. Furthermore, the successful candidate will assist the Senior Technical Officer in charge, in responsibility for all Extra Low Voltage systems including but not limited to CCTV, Access Control, Intruder Alarm, Vehicular Access and Video Intercom. The candidate is expected to ensure that these systems are kept up to excellent working conditions as well as their respective updates. This shall entail manual work interventions as well as coordination with contractor when the former is not a solution.

The work duties also include design and coordination for new installations as well as implementation of projects including coordination with UM offices. Project may include new buildings, refurbishments and replacement of old equipment. The successful candidate will have the ability to work on his own initiative and be willing to work as part of a team under the responsibility of the Senior Technical officer in charge

The day to day running of the systems shall include checks of the systems and faults. This shall include documentation of the changes and upkeep of the standard operating procedures (SoP).

The applicant shall also ensure the SoPs are also adjust according to the needs that arise from time to time.

 

Key Duties:

ELV Systems (in liaison with the Senior Technical Officer in charge):

  • Day to day running including faults and scheduled works.
  • Coordination with contractor for implementation of the service required.
  • Background preparation works and coordination for smooth work transitions.
  • Projects - testing and commissioning of implemented systems to ensure correct handing over.
  • Ensure that all backend software is kept up to date and any faults / errors are noted and actioned.
  • Updating all relevant documentation including SOPs.
  • Development of SoPs for systems in place.
  • Design and coordination of works for new systems.
  • To produce an accurate and detailed maintenance schedule of all systems.
  • To produce schedule of works, instruction to contractors for the proposed renewal / refurbishment works.
  • To compile the maintenance documents prior to annual renewal. Input information on plant schedules, number of breakdowns, cost of repair, etc.
  • To conduct site inspections on the works carried out by the contractors. The candidate shall develop an inspection sheet.
  • Be capable to raise quotations and purchase orders and ensure these are followed carefully to maintain an accurate timeline.
  • Investigate any matters of complaints.

 

Further duties:

  • To maintain an up-to-date knowledge of advances in technology and improvements in the industry.
  • To undertake any other tasks or duties as required, being commensurate with the post holder’s grade as requirements might change according to the needs of the department.

 

The appointee is expected to work:

  • On a full-time basis, and will not be allowed to engage in any other gainful employment without the permission of the Council;
  • At such places and during such hours as may be determined by the University authorities.

 

The Selection Process

In accordance with the guidelines, members of the Selection Board will establish the following selection criteria for the selection process:

  • Relevant academic qualifications
  • Relevant Academic / Work experience
  • Aptitude and suitability
  • Performance in interview

The appointment will be subject to a probationary period of six months and to the provisions of the Statutes, Regulations and Bye-Laws of the University of Malta which are now or which may hereafter be in force.
