Prof. Ruben Paul Borg B.E.&A.(Hons.), Spec.Struct.Eng.(Milan), Ph.D.(Sheffield), MICE, C.Eng, Eur.Ing. Perit.
Prof. Ruben Paul Borg is a Structural & Materials Engineer and Academic at the University of Malta. He was appointed Principal Investigator on various International Research Projects including the Horizon 2020 ReSHEALience in Ultra High Durability and self-healing Concrete, the Interreg Med CESBA Med Project in Sustainable Building and Materials, CABARET in Resilience in the Built Environment, ANDROID in Disaster Resilience, Deconstruction and Recycling of Construction Waste Project and BEACON Built Environment learning for Climate Adaptation. He served on the Management Committee of various European Research projects in Sustainability of Construction and Resilience.
He is a member of the Board of Directors of iiSBE (International Initiative for a Sustainable Built Environment) and founded SBE Malta (Sustainable Built Environment Malta) as national chapter. He was appointed Chairman of ECCE (European Council of Civil Engineers) for Knowledge and Technology and Representative of the Institution of Civil Engineers (UK). Prof. Borg is active in fib (International Federation for Structural Concrete) and RILEM (International Union of Laboratories and Experts in Construction Materials, Systems and Structures) scientific committees.
Prof. Borg is on the Editorial Board of the Scopus Indexed Q2 International Journal on Advanced Science, Engineering and Information Technology and the Scopus Indexed Journal of Sustainable Architecture and Civil Engineering.
Prof. Borg was appointed expert on the European Committee for Standardization CEN TC350 Sustainability of Construction Works. He is a member of the Executive Committee of BICC Building Industry Consultative Council (Government of Malta) and chairs the Research and Innovation Committee. His main research is in Materials Science and Engineering, Cement based materials, recycling of waste and industrial by-products, Reinforced Concrete Structures, Civil and Structural Engineering. Prof. Borg is active in structural and civil engineering and led various engineering design and construction projects including the Sustainable Development Centre (Malta), which was awarded the International Energy Globe Award 2013 and the Reinforced Concrete Water Tower awarded the Prix d'Honneur in Restoration and the Energy Globe Awards in 2022.

Dr Dylan Seychell BSc IT (Hons), MSc, PhD, SMIEEE…
Dr Dylan Seychell is a resident academic at the University of Malta within the Department of Artificial Intelligence, specialising in Computer Vision. Between 2011 and 2019, he also lectured at St Martin's Institute of Higher Education, a University of London affiliate. Dylan graduated with a BSc IT (Hons) degree in Computer Science and Artificial Intelligence, an MSc in Artificial Intelligence and a PhD in Computer Engineering, specialised in Computer Vision. Dylan has been active in research since 2010, where he published two books and over 40 international peer-reviewed papers on applying AI, Computer Vision and UX Design in various domains. He also supervised various BSc and MSc dissertations in different universities and programmes. He was awarded international awards for his work, including the Gold Seal for e-Excellence at CeBit, the first prize by the European Space Agency Satellite Navigation Competition in 2010 and runner-up in 2017. In 2015, Dylan was selected to lead Malta's Google Developers Group and served as a Maltese Government national AI task force member. In 2023, the Malta Digital Innovation Authority, MDIA, certified him as a Technical Expert.

Dr Vijay Prakash is a distinguished researcher and academician specializing in machine learning, cloud computing, edge computing, and healthcare informatics. He completed his PhD in Cloud Resource Management at Thapar Institute of Engineering and Technology, Patiala, demonstrating exceptional academic prowess. His research addresses key challenges in quality-of-service-aware resource utilization and allocation, positioning him as a thought leader in his field. Currently, Dr Prakash serves as a Research Officer III (Postdoctoral Fellow) at the on the DiHICS project at Department of Computer and Communication Engineering, University of Malta. Prior to joining on this project he has contributed to several groundbreaking projects, including and Satellite4Health and Nice Heathcare. His international exposure includes supervisory roles at Liverpool John Moore University, UK, and collaborative initiatives across Europe under Erasmus+ fellowships.
An accomplished author, Dr Prakash has published extensively in high-impact journals, with works addressing machine learning in IoT, anomaly detection, and cloud-based digital forensics. His recent studies focus on integrating AI with robotics for assessing structural integrity and applying machine learning to structural health monitoring.
Dr Prakash is a dedicated mentor, technical reviewer for reputed journals, and an active member of professional organizations like IEEE and ACM. His expertise spans software engineering, distributed systems, and database management, complemented by hands-on experience with advanced tools like CloudSim, Python, and Hadoop. His efforts in organizing and chairing international conferences further highlight his commitment to advancing technological innovation.
Beyond academia, Dr Prakash's interests include exploring new cultures, reading, and staying updated on global trends. His work continues to make significant contributions to academia, industry, and the broader scientific community.

Dr. Muhammad Ali Musarat is a Civil Engineer specializing in Construction Engineering and Management, with extensive experience in Research and Development. He has published numerous research articles and focuses his research on Digital Construction. In addition to his articles, Dr. Musarat is the author of several books and holds multiple patents in this field. Previously, he worked as a Postdoctoral Researcher in the Department of Civil and Environmental Engineering at Universiti Teknologi PETRONAS, Malaysia. He is currently serving as a Research Support Officer III at the University of Malta.
